I am interested to rent a car in SJ in July and drive for a few days to northern Panama.
1) Can one take a rented car across border and if so what papers are
required?
2) Are Highways in a fair shape?
3) Had anyone in this forum already done this once and if so what
would you recommend besides my questions due to your experience?
4) Any good Hotel or B&B in northern Panama, pacific side?
I don’t believe that any rental car companies would allow this but will make some inquiries for you.

We are one of the very few, if not the only vehicle rental company that allow clients to take our 4×4 vehicles to Panama. As you suggested, there ARE legal requirements, taxes, and authorization papers that need to be prepared in advance of your trip and has a cost to you of $200.
We have had only about 7 or so different clients take our 4×4’s to Panama, and ALL report a smooth trip going into and returning from Panama to Costa Rica. The Customs control takes one look at your passport, our legal authorization papers complete with the tax stamps that we have paid, and its no problem.
Our insurance DOES still cover you in Panama.
Our clients tell us the roads in Panama are often MUCH better than the roads here in Costa Rica.
