I heard that the fines may not be imposed because of the review of the new traffic law. Also, I heard the fines do not apply to non-residents. Tourists are not being fined? Is this true?
I really don’t get it. I heard from a friend in Jaco that the poilce are not writting tickets to tourists.
Is this true?

So do you think this is why people are not paying because they are waiting to see a reduction in the punitive fines and the draconian law.
Really, I find driving here intolerable at times but come on – the amount of the fines for Ticos to pay is harsh punishmen at least.
It reminds me of the States where every little infraction is $500.

Perhaps your friend in Jaco has a bit of sunstroke. The only way not to get the ticket if stopped is to reach a “settlement” with the transito boys – resident, non resident, tourist – they stop them all!! Usually, they work in pairs with at least one able to speak some Inglese.
