I live in Grecia and I’m unaware of any sawmills locally. That doesn’t mean there aren’t any.
A question I would pose to you is just what type of lumber you plan to frame with. In the U.S., softwoods (fir and pine) are plentiful. I’m not aware of any such woods here. Most of the lumber sold at the ferreterias seems to be about one-inch thick and destined for use to make concrete forms. The decent looking lumber all seems destined for the furnituremakers.
If I’m right, then you’ll be competing with the furnituremakers for good quality lumber most of which is hardwood.
Sheet goods (plywood, OSB, etc) are expensive here and not likely to be used for roof sheathing, etc.
