WeLoveCostaRica has a better tour mentioned on this site with G. Lundquist at about half the price. Check it our.

I’d like to add a recommendation for George Lundquist’s tour — we took it before we moved here three years ago and found it TOTALLY worth it, and then some! I second Steve’s suggestion: check it out.

We haven’t had the pleasure of Chris Howard’s tour, but I can add that we, too, took George Lundquist’s tour and recommend it highly to anyone thinking of relocating here. George will take you on a whirlwind tour of Central Valley towns. You can’t possibly spend enough time in any one of them to form a real impression, but you may be able to identify some you wish to investigate further.

The real value of George’s tour, however, is the opportunity to spend four days listening to him. He’s a wealth of information and experience. While I don’t agree with every word he has to say, if you took every bit of George’s advice literally you would be very well on your way.

If I understand correctly, a significant portion of Chris Howard’s tour involves ARCR’s two-day seminar for aspiring relocators. You can join ARCR and take that seminar which is offered monthly without having to take Sr. Howard’s tour. The seminar, too, is highly recommended.
