“Applications or renewal requests for residency must show proof of contributions to the Costa Rican Social Security System.” (regarding new immigration law)
1: by social security system, do they mean CAJA???
2: i thought one must be a resident before they could be in CAJA? at least that’s what i read here on this forum… so what comes first, the chicken or the egg, CAJA or residency???
I am waiting on clarification on this issue myself, will post again when we get it …
Meanwhile has anybody else received a definitive response about this from a reputable source?

Regarding Residency and Insurance with the Caja we just have to wait for either the supplemental regulations (Reglamento) or the directives (directrices) to be issued by the Department of Immigration.
We all know the saying that the “devil is in the details” In this case the new immigration law becomes applicable on March 1, 2010. I would assume that from now until the actual implementation of the law that they will have implemented or adopted the guidelines which will in turn provide us with those badly needed details of what they actually want from the applicant in the future.
The voluntary insurance with the Caja already exists – Called Seguro Voluntario – so now all we need is for two government bureaucracies Immigration and La Caja to talk to each other and figure out how they intend to implement the mandate set out in the law.
However, Article 78 (3) seems to indicate that the coverage as a minimum must exist from the DATE the residency is GRANTED. This makes sense since under the existing Voluntary insurance one of the requirements is to show a residency card.
Furthermore Article 80 follows along the same lines indicating that temporary residents (this includes pensionado and rentista) for RENEWAL purposes must show proof of having CCSS insurance from the date the residency is GRANTED.
It appears there is some sanity in the thought process after all.
Here is the actual text of Article 78 (3)
Para efectos de renovación de su condición migratoria y cuando corresponda, los residentes permanentes deberán acreditar su aseguramiento a los seguros de la CCSS, como mínimo desde el momento en que se les otorgó dicha residencia y en forma ininterrumpida hasta el momento de renovar su cédula de extranjería. Las excepciones a esta norma serán establecidas vía reglamento.
Here is the actual text of the Article 80.
Para efectos de renovación de su condición migratoria y cuando corresponda, los residentes temporales deberán acreditar su aseguramiento a los seguros de la CCSS, desde el momento en que se les otorga dicha residencia y en forma ininterrumpida hasta el momento de renovar su cédula de extranjería. Las excepciones a esta norma serán establecidas vía reglamento.
Here is the Voluntary Insurance provisions.
La diferencia es que el voluntario está dirigido a personas que no tienen una actividad laboral remunerada (desempleados, estudiantes, amas de casa y adultos mayores, entre otros) y que de una u otra forma pueden pagar dicho seguro (ayuda familiar o de otra naturaleza).
En la modalidad de seguro voluntario, el no pago de las cuotas no conlleva cobro de intereses y judicial.
Requisitos
Cédula de identidad o de residencia si la persona es extranjera (original y copia)
Carné provisional de la clínica o EBAIS que le corresponde (original y copia)
Recibo de luz del lugar donde reside. No importa a nombre de quién esté el recibo; solo se aceptan recibos de luz. (original y copia)
Presentar la documentación en el la ventanilla 1, primer piso, edificio Laureano Echandi, oficinas centrales, avenida segunda (si reside en el área metropolitana) o en la sucursal de su localidad
