I am planning to come to Costa Rica for an extended time and hopefully apply for residency (currently have US drivers license) but not planning to drive or own a car. However, I might on occasion want to rent one while there. Will I need a CR drivers license or will I be able to use my US one to rent?

If you plan on staying more than 90 days it is advisable to apply for the CR license.
All it requires is a medical form at a cost of about $12.00 and the license fee of $10.00.
It took less than an hour at COSEVI to obtain my license.
As long as your U.S. driver’s license is valid, the car rental agency won’t care. The question is whether the Transito Policia will balk if they see from the Immigration stamps in your passport that you’ve been here awhile. For the time and effort involved, I agree that it’s most desirable to get the Costa Rican license. Then there will be no issues if you’re stopped in a traffic check. And that happens frequently.
