Are we still on the 30 day driver’s license renewal or did they change that…….again.
Don’t know anything about a 30 day rule, but to apply for a CR license, you are required to have your cedula in hand, your home DL and the time stamped in your passport, is now out of date, as in no longer valid.
To re-set your home license without a cedula, you must cross the border and exit CR.
And now I am hearing that even with a provisional number and a CR license, you have to cross the border every 90 days. Will this nonsense ever end?

Where are you “hearing” that? Is it a credible source, or the avocado table at the feria?
