My understanding is that all original driver’s licenses must be issued in La Uruca on the outskirts of San Jose. Friends recently got theirs and learned that licenses for expats are only processed until 11:00am or 11:30am.
And, if you’re not aware, you’ll need to have the world’s most superficial physical exam and have your blood typed. Both of those can be done nearby the licensing office or you can have them done in advance in San Isidro and bring the results with you.
