[David, you might want to look at Coopeande (Assoc, Nac, de Educadores) Basicaly the teachers pension fund. Depending on the amount and the term you might be able to get up to 14% in colones of course. Seems to be quite secure but as you know in CR you never know. PS They have an office in front of the Muni in Alajuela
