Interesting situation playing out. I thought that Arias and Hugo were of same opinion.

Venezuela’s PDVSA Halts 2 Oil Shipments to Costa Rica
The state oil corporation, Petróleos de Venezuela (PDVSA), is said to have abruptly cancelled two shipments of crude oil, each of 280,000 barrels of light oil, to a refinery in Costa Rica.
The refinery was then obliged to resort to the spot market, where it said it intended to seek alternative supplies.
A Caracas-based website, Petrofinanzas, reported that the shipments were contracted for delivery in August and September. The reason why PDVSA cancelled them in a thin market of reduced demand worldwide wasn’t clear.
The absence of an explanation from PDVSA – or, indeed, any public comment about the report prompted speculation that the decision was perhaps politically motivated. It was noted, for instance, that Venezuelan President Hugo Chávez recently lambasted Costa Rican President Oscar Arias for his role in efforts to resolve the ongoing crisis in Honduras.
Chávez claimed that Arias – a Nobel Peace Prize winner – was merely following orders from the State Department in Washington in his unsuccessful effort to get the protagonists in the Honduran crisis to meet and talk. Chávez claimed that Arias’ action was “undignified” of a Latin American president.
Chávez, in turn, is accused of interfering in the Honduran crisis by siding with ousted elected President Manuel Zelaya, after initially being reported to have talked in unspecific terms of military action. Later, he clarified that he had no intention of intervening in the internal affairs of a sovereign state..

Win and you’ve become Hugo’s negotiator for Socialist Dictatorships… lose and you’re a failure and an American Capitalist puppet running low on oil!
For a Nobel prize winner he sure doesn’t look that smart now… but then again wasn’t he also the guy redirecting government funds secretly to other politicians to buy political favor when he first got elected? It’s pretty bad when Hugo says your actions were “undignified” of a Latin American president. That’s like Jeffrey Dahmer calling you an animal because you eat meat! LOL
Now his “failure” to resolve the Honduran situation has placed him at odds with Hugo and the black gold! Perhaps he can ask his new friends from China if they can make up the difference!
Poor Oscar…. can’t say some of us didn’t see it coming!!

The Ticos have been sharing their passive and friendly diplomacy for many years with any entity that has the ability to bankroll projects in Costa Rica. It’s all about money and the Tico’s pledge their allegiance to the most capable investors.
Tico politicians helped Robert Vesco make the transition from being a billionaire to a millionaire.
Tico politicians helped the famously corrupt Mexicans invest heavily in the Papagayo project and then sent them home pesoless.
Tico politicians received millions for public projects from Taiwan and without blinking an eye, decided to severe that relationship in order to align themselves with the Chinese.

One of the reasons that retirees and expats in CR should pay VERY close attention to what’s going on… and leave themselves options! Those of us that keep informed have known this for years.. and as much as we love CR… we know to keep our options open!
