Public employees that do not process applications and documents in a timely manner will now be disciplined by their employers, according to the Law to Protect Citizens.
When an employee is given notice the first time, they will be suspended without pay or benefits for three to eight days.
If a second notice is issued to the employee, he or she will be suspended without pay or benefits for eight days to one month and if the employee is given notice a third time, he or she will be fired, without the employer having to pay any benefits.

This forum is full of reports of employees doing a crappy job or even stealing from their employers and then demanding (and getting) severence pay and other benefits. Ordinary citizens and residents are becoming cautious about hiring Ticos because of the way the current law is written. I personally know some Ticos who prefer to hire illegals from Nicaraugua because they are not in a position to complain about not getting benefits. They are happy to have a job in Costa Rica. They work hard and do a good job in oder to keep the job.

A job is not a “right”. It is a “privilege”. Whatever happened to the concept that in order to keep your job you have to meet the minimum standards of your employer and if you want to move ahead in your job you must excel in your job performance. Government jobs are absolutely the worst when it comes to enforcing those standards and consequently too much is taken for granted by those to believe they are “entitled” to there jobs.
