Unless you are one of the many who have lost a pile of money with Paragon Properties of Costa Rica, you might think this is funny in a pathetic kind of way.

Friends of ours who were hoping to get money back from Paragon gave us a photocopy of the depositions made by William Alan Gale and his old friend Stephen Irving Tashman. This is public information available upon request.
Circuit Court of the 11th Judicial Circuit in and for Dade County, Florida. Case # 09-036826 (09) On 26th October 2009 William Alan Gale made a deposition (72 pages) in front of Attorney At Law Richard A. Schurr, P.A.
“Billy” claimed to be suffering from a incontinence problem during the deposition and here are some interesting snippets from his deposition.

William Alan Gale said that: “We have been trying for the longest time to obviously obtain the necessary funds to complete the projects, but as you are aware credit markets have become a nightmare.”
Q: “So the L.L.C. is conducting no business now; is that correct?”
A: “We are waiting for the loans, we sit in the office and wait for the calls.”
Q: “And how many projects like this does the L.L.C. oversee?”
A: “Sixteen.”” we did refund over the course of time a little over $16 million when the funds were available ”
“We haven’t made any money from selling the dirt, all we have done is lose money…”
Q: “Do you need to take a break?”
A: “No, thank you. I will just pee in my pants, I am used to it, no problem.”Q: “Of the 16 developments that your L.L.C. oversees, how many homes were built?”
A: “A total of five.”
Q: “How many homes sites were sold?”
A: “We have 937 customers…..”
Q: “How much is due in order to develop?
A: “All of the projects are in total of over 12 and a half million dollars.”
Q: “So I am a little confused, so that I understand, none of the infrastructure gets installed unless you receive 12 and a half million dollars in financing as to all 16 properties?”
A: “I am not financing individual properties, I am financing the entire project. So the answer is nothing gets done unless the funding is available, unless you have a black suit, then that will be the outcome.”
Q: “Each of the 16 properties was signed differently, but you are waiting for one funding package to do all of them?”
A: “Yes.”Gale said that: “At one point customers owed us $25,000,000, when the world fell apart people stopped sending money…”
Q: “And what did you spend the 10.2 million dollars on?”

Stephen Irving Tashman who created the telephone room “structure” for Paragon and hired “probably 15 or 20” salespeople claimed that “there were no high pressure sales at Paragon” and said that he only worked “indirectly” for Paragon Properties of Costa Rica for “US$750 a week.”
In the deposition, Stephen Irving Tashman was asked about his involvement in the following companies:
A& G Wig Imports – “I don’t remember.”
The Men’s Room-The Ladies’ Room Incorporated – Owned or partially owned by SIT
Okey-Dokey Inc
Hunky-Dory Inc
Alaska Mineral Equities Corp – “I don’t remember who owned that, I might have.”
Atlantic Oil & Gas Corp – “I owned a portion of it.”When asked what the ultimate disposition of the FTC lawsuit was against him, Stephen Irving Tashman replied: “I got a $12,000,000 judgement against me.”
Continental Petroleum Advisor Services – “I don’t remember what my ownership was.”
Florida Leasing Associates, Inc – “I don’t think I was actively doing anything.”
Trans-Alaska Investments Incorporated – “I probably owned a piece of it.”
Teen Disco Realty, Incorporated
Jaset Petroleum, Incorporated
Teen Disco International, Incorporated
Drill-Tex, Incorporated
Park Row Men’s Room
De Pinna, Incorporated
Dunn Petroleum, Incorporated

Telecard Dispensing Corporation (TDC)Q: Was that company (Telecard Dispensing Corporation (TDC)) the subject of a Federal Trade Commission lawsuit?
A: “…. so I have a 42 million dollar judgement against me.”
Q: Did you pay any money to the F.T.C in that case?
A: No, the F.T.C. takes a percentage of my Social Security because I don’t work, I haven’t worked in years.”
Q: What percentage do they take?
A: 15%
Q: Until you pay back the $42 million?
A: I guess.Q: “….. Other than your personal bankruptcy did you ever own a business that filed for bankruptcy?”
A: “I think all of them. I think all of the businesses filed for bankruptcy by the direction of whoever my counsel was at the time, or by the federal Trade Commission, I don’t remember how that all transpired.”“Costa Rica Land & Development hasn’t done anything in two years, two and a half years.”
Q: “So we sit here today to the best of your knowledge the infrastructure is not complete?”
A: Correct.
Q: “And to your knowledge did Paragon comply with their contractual obligation?
A: “They tried.”
Q: “My question was did they comply?”
A: “They tried, they ran out of money.”Q: “How often are you in the Paragon office?”
A: “I would say three to four days a week…”
Q: “What do you do at the office there three to four days a week?”
A: “What I do is I ask Billy what’s going on, and I go into the Costa Rica Land & Development office and I open up the computer and see if I got any emails. I play solitaire and I listen to the news on the television set, and sometimes I read a book for an hour or two, and then I leave.”For someone who claims to be involved with Costa Rica Land & Development, when asked if he was familiar with the Ministerio de Ambiente y Energia (MINAE) of Costa Rica, which is an organization that any real estate developer MUST know about, Stephen Irving Tashman replied: “Who?” followed by “I don’t know what you are talking about.”
Stephen Irving Tashman also claims that customers “… couldn’t buy the property unless they came down to Costa Rica to look at it” and customers “weren’t permitted to buy anything until they saw it” which we all know is pure horse excrement. Paragon hard sold people into buying land in Costa Rica hundreds of times.
__________________________________________________________So even in the best case situation Bill Gale says that “nothing gets done unless the funding is available.”
So ya gotta ask yourself, who in his right mind would give these clowns US$12.5 million?

Paragon Properties and Gale/Tashman beat me for $24,000 and a friend for $12,000, back in August 2004. This was payment in full for three acres in their Phase 1 Heights of Pacifica that turned out to be on about a 45 degree slope into a ravine. We traded these for supposedly “buildable” property in Phase 2 Hills of Pacifica which we have deeds for. But without roads, electricity, phone and water these new properties are just as worthless as the original ones.

That evening, I was invited to a pricey Italian restaurant in San Jose which was attended by the entire Paragon crew, including Bill Gale, Steve Tashman, and Tashman´s son-in-law, Julian Siegel. Drinks and wine flowed, Gale lied to me and said he´d make the ravine property right. I called attention to Tashman´s 18K Rolex Yachtmaster watch ($20K or so) and asked if he was in any way uptight about wearing such extravagence in Costa Rica. His reply? “Stand up, Julian”…Julian is this 6´5” hulk…Tashman said, “We wear whatever we want”. Arrogant motherfu%#er! Goes to show Paragon´s attitude. These guys need to pay the price for their arrogance!

Probably because he’s an arrogant motherfu#%er who thinks he’s above the law because he thinks he sh#ts ice cream. He probably told some cop to perform an impossible sexual act on himself–that’s what gets you charged with non-violent resisting arrest. You should have heard how he bragged about partying in Tuscany with Elton John (or maybe he bent over for EJ?) These guys need to GO DOWN for all their crap.

I’ve been trying to find out where the class action suit is myself. There is an office in south Florida something seniors vs crime looking into things but the real deal is to somehow acquire Paragon’s client list so everyone who was screwed can get involved in at least stripping these ripoff artists of their luxurious lifestyles in lieu of the millions of dollars they took, good intentions or not.

I found some success in looking for fellow buyers in a different project in CR. . Also could try the smae approach in differnt areas of US., such as Miami and Atlanta.You might be able to find a few fellow buyers with same problems with Paragon. Good Luck.

Posted: Friday, April 23, 2010IN APRIL OF 2005 A DEPOSIT FOR $25,000 WAS RECEIVED BY NEUSTEIN FOR PARAGON AS THE COMPAY’S ESCROW AGENT. tHE CONTRACT WAS FOR LT #4 THE GABLES IN PARITA. THE CONTRACT WAS FOR 60 MOS. THE CONTRACT HAS EXPIRED. I AM 90 YRS. OLD AND HAVE SENT MY REQUEST FOR THE RETUN OF MY FUNDS WITH NO ANSWER. UPON CALLING THE OFFICE FOR 2 WKS., DAVID VALENTINE, WHO SAYS HE WAS HIRED TO COMPLETE THE INFRASTRUCTURE ONCE THE FUNDING CAME IN , INFORMED ME THAT MR. GALE WAS NOT AVAILABLE BUT HAS RECEIVED ALL MY MESSAGES.
TO MAKE MATTERS WORSE, I HAVE ANOTHER CONTRACT REACHING EXPIRATION ON 5/5/10 FOR THE SAME BUT FOR LOT #70 THE GABLES IN PARITA.
HAS ANYONE BEGUN A LAWSUIT?? JOE, DELRAY BCH., FLORIDA
