Scott, I have sent several personal messages without any reply. That seems odd. They come to the inbox don’t they? Has anyone been reciving mail in their inbox?
Please send one to me… It’s possible that the people you are sending these emails to simply don’t wish to respond.
I guess my last question is: are PM’s moderated? That is could they have not been sent, or is it that when they appear in the sent folder that they “have been sent.”

Private messages are indeed private, nobody seems them except the people sending and receiving and they are not moderated in any way. When they appear in the Sent folder, they have indeed been sent.
Why someone does not respond is not a question I have the answer to and finally Discussion Forum activity has remained the same.
