Are tourists allowed to carry pocket knives (under 4′ blade) without fear of being arrested for having a concealed weapon ? If this is considered a legal question I understand and just remove it from the postings.

I carry a folding knife with a three-inch blade everywhere I go (except on airplanes) and have little concern about being apprehended. As for your four-foot blade, I wouldn’t worry about that either.
I have carried a 4″ Gerber knife for over 20 years since I was in the Royal Marine Commandos but leave it at home before I fly obviously. The only ‘complication’ I have is entering a bank that doesn’t know me … But they don’t worry so much about knives as they do about guns and I don’t tend to carry them with me into the banks.

A little pocket knife is nothing to the three foot machetes carried by thousands of Ticos everyday. I wouldn’t worry about it.
you can get A nice switchblade at Garabitos in Jaco,or the hardware store in pirrita.
