Do you have to report rental income to Costa Rica IRS if you are a US citizen, I believe I am responsible for taxes to the US?
I am thinking of buy a rental property with a bed and breakfast and several small rental houses?
Can anyone answer this question before I make an investment in Costa Rica!

Yes
If the rental period is 15 days or less you are supposed to pay a tax that is on par with hotel taxes. This article from August talks about it.
