Some of you might remember that we have been trying to get a REFUND for months. I have e-mails from Lyle Wexler and conversations with Mr. Wexler and Bill Gale stating that the check would be in the mail by the end of June 07 and then again on July 9,07. We did receive one refund on the property in Buena Vista on July 11th, 07. They have not sent us any proof that “THE CHECK IS IN THE MAIL” of the larger deposit on the property in Ocean Palms South. I do have a complaint filed with the BBB and have kept them updated as to what has happened and WHAT HAS YET TO HAPPEN!!!! I told lyle on July 9,07, when we found out the other check had not been processed that I was going to post a message on this site, he ask me to wait so he could check on it. About 1 hour later, I received a phone call from Bill Gale. Mr. Gale said the check is being processed this week (July 9, 07) and will be mailed out this week and I would receive an e-mail of proof. NOTHING YET!!!! THIS IS THE REASON FOR THE POST, is anyone else having the same problems??? I have also e-mailed all of them with no response as of 8:21 AM this morning.

Could I ask what it says in the contract you signed regarding reinbursement and how far behind is your second cheque according to the agreement that these people agreed to honour?
I personally wish you all the best in finding a property that you like.

Our partner did receive a phone call from Lyle Wexler after reading my commment yesterday. Lyle told him that the check was being process this week. That again was what we were told on July 9th. So, my answer to your question is ” I DON’T KNOW”!!!

Lyle was concerned that I was not on the agreement of sale, but my husband and brother-in-law are, as well as this 3rd partner. So, we are giving them every opportunity to respond.

1. what does it say in the contract?
2. How long has it been since you requested your funds back?I for one will fully support you if they are breaking their commitment; until I know this for a fact though I will remain on the fence in spite of the splinters.
July 21, 2007 at 3:59 pm #185252marchoangMemberI’m having the same problem with Paragon. I had initially requested a refund back in March, 07. They had denied it stating that I must first inspect the site before I can request for a refund. I was never told that and the contract does not clearly state that. After months of going back and forth about my refund, they finally agreed to grant me my refund after I inspected the site in May and hiring an attorney to represent me. However, they told me that I must wait until next quarter’s refund dispersement which can take up til end of august. Lyle Wexler told me that must budget the refund into next quarter’s dispersement b/c they refund millions of dollar each quarter. I know exactly why so many people are requesting their refunds. There is not excuse not to have any infrastructure in place after 3 yrs except for a cheap little gate when in the contract it states that the developer must put in all the infrastructure within 18-24 months. Also, the location of some their projects is so bad that I wouldn’t want it if they give it to me for free. If I don’t get my refund in August, I will file a lawsuit, a compaint with the BBB and with Florida’s attorney general. I will not take any more excuses or delays. How can they expect to stay in business if they treat their clients like this and have such a bad reputation?

You are catergorically stating that the only infrastructure they have in place is a gate; if this is the case and the contract says what you say then clearly they are in breach.
May I ask what made you cancel before viewing the property? And what is wrong with the locations?
July 25, 2007 at 9:20 pm #185254sallyMemberI have looked into Paragon myself and the Chairman of Paragon Properties has posted here on dozens of occasions. I have read his postings. and if you Google for Paragon Properties of Costa Rica it is this site that comes up at #1 and #2 and Paragon comes at #3 so zillions of people are reading this site.
Does anyone know if this Lyle Wexler is the same Lyle Wexler mentioned in the ‘ New York Federal Court Judgment Concludes Multi-Million Dollar Foreign Currency (Forex) Fraud Action Brought by the U.S. Commodity Futures Trading Commission ‘ which you can see at
Where “The Court ordered Wexler to pay $822,798.00 in restitution to defrauded customers and imposed on Wexler a civil monetary penalty of $280,000. Additionally, the order imposed permanent trading and registration bans and a permanent injunction on Wexler.”
Is this the same guy?

I note with interest that they claim to be a “premier” company despite the fact that they have never built a single development.
