so what were those kids doing until 4 a.m. when this incident supposedly took place? what do you do between 10 p.m. and 4 a.m.??? if they had obeyed, well, we wouldn’t be having this discussion, and none of us knows the details — the guard fired a warning shot, but what happened after that? Do YOU know? and the kids were supposedly trying to sneak in the back way, so what was it the guard was supposed to do? while it’s sad and tragic that this happened, whose fault is it really???
Don’t want to harp on the chaperone aspect, but decided to read the website of the group who organized this tour,

These group leaders have some explaining to do.
the chaperones have to sleep, too, so did they do a room check and the boys sneak out afterwards? or was no room check conducted? the rules on that website are pretty clear. wonder if the kids were drinking? lives in ruins now for what?
When I chaperoned, as mentioned, we took overnight ‘shifts’ of 2-3 hours then were relieved by the other/others. Especially with such a large group.
