Over the past year or two there have been territorial squabbles along the Nicaraguan border, in connection with a possible new interocean canal.
A very good insight into the background and future of the project and the global politics involved ( i.e., China) was published in ‘The New Yorker’ magazine, March 10 issue, pages 50-61. I realize this may be difficult to obtain in Costa Rica, but if you’re interested in this topic, it’s well worth tracking down. The title of the article is “The Comandante’s Canal”.
