I have read that there is a 90 day VISA for tourists. Is a VISA required for a 1 week stay? If yes – where do I apply for it & how long does it take to get?

If you are visiting from the US or Canada I know that the 90 days you refer to is the time you can spend in CR before having to leave for 72 hours. No visa is required.
When you get off the plane in San Jose, the next thing you’ll do is go through Immigracion. They will examine your passport (which must be good for at least 30 days), maybe ask what your trip is for, and stamp the passport. The stamp is the visa.
Passports must be valid for more than 30 days from entry — it’s actually something like 6 months, so if your passport is due to expire soon check the requirements before leaving home, as you may not get into the country otherwise.
I know that American Airlines out of Miami will not board a passenger if the passport is not good for the required period.
I believe Delta does the same thing.
