Sadly, this is correct.
I also know a family who were home schooling their children and had serious problems with the Costa Rican educational authorities…
I understand why the authorities would be concerned that children were not perhaps being educated at all – which certainly happens – but would hope that we could create a better systems to measure their progress than simply declaring that it’s not allowed…

it’s the vaccination issue that would really worry me. i have a friend whose children were nearly taken away from him because of his refusal to vaccinate. the state will take them and they will vaccinate them if you don’t. there are no exemptions here for that sort of thing unlike the US.

what a terrible tragedy, but the tactics of the state in this incident were similar to what my friend endured. they will come into your house, they will take your children, and they will vaccinate them. end of discussion. if anyone is moving here with school-age children and you are not willing to subject them to multiple vaccines, i’d recommend another country.
What if you have school or medical records of vaccinations already done?
i would check to make sure that CR will accept those records and that there is no overlap on vaccinations or other vaccinations that are required here and not in your home country. i don’t have school-age children so i don’t even know which vaccines are required, but i fought this issue when my daughter was subject to the tyranny of the school system many years ago and that was before they introduced the new vaccines. i would also check to see if those records have to be endorsed by the consulate or some other entity, or whether they need to be notarized, etc. don’t just assume that CR will accept whatever paper you present to them. they may not and that is when your troubles will begin.
