This area has been featured in La Nacion recently because there has been many unauthorised developments – meaning people are building without the necessary permits.
The main cause for concern is that Arenal is a VERY important area as it holds so much of the water that Costa Rica drinks and needs to generate it’s electricity.
There have also been reports of dramatically increased pollution in the lake too which is not good.
I have investigated a couple of the developers in this area but chose NOT to represent them.

I’m not sure I totally agree with your analysis of the gringos because I see the Ticos as more ‘British’ than ‘American’ which in my mind means less open to begin with – agreed – however, far more honest and open with their opinions once you get to know them.
It may have been eleven years in New York City that did it for me, I don’t know, but it has been my experience that although we had a few good, close friends, the majority of our American friends appeared to be fairly gregarious but rarely liked to touch on ‘controversial’ topics.
My New Yorker ex-wife always accused me of being “controversial” because I asked questions that would require a heartfelt answer, one that would let me get to know that person better instead of the superficial type conversations about football or the weather.
And just as a matter of interest, what exactly is “politically correct?” If we are supposed to have “politically correct” conversations, does that mean we have to lie all the time?

I use this particular service because I do NOT actually need a computer to use it, I can use it from any landline or cellular telephone anywhere in the country. Just dial a special access number, put in your code and the telephone number you want and your chatting away seconds later…
I also use the same service for an 800 # that rings on whichever telephone number I want it to ring on and can program it online.
We’ll be rolling out this service on the site early in the New Year because many of our VIP Members have been asking me about it …

I am personally very confident that Costa Rica will eventually make the right choices in allowing better and faster internet access.
In the meantime, as I have mentioned previously, I have been delighted with the telecommunications services and very cheap rates provided by ICE/RACSA although I must confess the internet has been very slow this week.

Cell phone and home landline phone costs will depend on your usage obviously but in the ten countries I have lived in, I have never had cheaper cell/telephone bills than I do now…
For international calls, I use a call service that costs me .10 cents per minute to the USA.
Internet will depend on the package you choose but could be as little as $15 per month. I spend about $125 per month on Amnet cable internet/TV, land line telephone and cellular telephone.
Water and garbage collection is very, very cheap and car insurance will also depend on what car you have and what coverage. When I first bought a brand new Toyota RAV, the complete (could not get more coverage) cost me about $1,800 per year.
There is a very basic car insurance coverage included with your annual car tax (marchamo) payment but I don’t believe that this covers theft for example but I am NOT an expert in car insurance.
Doctor’s visit will again depend on the Doctor but even a specialist will probably not charge more than $50.

Maybe my question was a little broad or vague. The article is in this site, message headline the same. I thought Gore built the net! 😉 Anyway, I run an ISP here, state side already and looked BRIEFLY into the possibilities of running one in CR. I wanted more information on restrictions of building an ISP there and difficulties of dealing with the telcos(telephone companies) there. My current business is in an area with a Coop. and only one source for certain circuits, therefore making some dealings very $$$ difficult.
I guess my question should have been more like, how many telcos are in CR? Are companies able to form ISP, CLECs and such, but thought it to be to much
