The information I am getting from Costa Rican attorney Roberto Umaña is that the ‘perpetual tourist’ status will only be a serious problem for people who insist on overstaying past the 90 days mark.
It is 100% legal to stay in Costa Rica as a tourist for 90 days and then leave the country for 72 hours and then return to Costa Rica.
The people that will have legal problems will be those who remain in CR for six months, than leave for 72 hours and then re-enter and stay for nine months etc.
The consquences can be extremely serious in some cases – For example if that person is involved in a car accident and somebody gets injured, this will not be a simple car crash investigation, it would actually be a criminal procedure.
And because this person would not have any legal credentials in CR, no domicile and no legal conditions whatsoever which would mean that he/she would have nothing to tie him/her to CR.
So according to attorney Umaña, the authorities would therefore most likely be forced to LOCK THAT PERSON UP until the hearing to face any possible liabilities which would probably be for a period of no less than 16 to 20 months.
So I agree, it’s good to get your status fully legal. No matter how complicated that might be, it’s less complicated than being locked up in a Costa Rican jail for nearly two years (in the above example).

I do not know where exactly because he always comes to me in Escazu, picks my Toyota RAV up, takes it away and brings it back. (He also has done a lot of work on my girlfriend’s Honda).
Not only does do a great job with repairs at a fair price, he shows you all the receipts of any items/parts that he had to buy AND brings back your car clean as a whistle.
He will also take your car and do the RTV thing for you. His cellular telephone number is 849-7244, he does not speak English but his wife does.

AndrewKeymasterAccording to La Nacion “Policía incapaz de contener tortuguismo en puerto Limón” menaing the “The police are incapable of containing the “go slow” in Port Limon.’
As part of this, there is only one port crane working instead of three cranes and truck drivers (who are sitting there waiting for DAYS) are complaining that they are loading two containers in the time that they would normally load 12.
So whatever is coming into and out of Limon will be delayed.

AndrewKeymasterI have been looking into satellite internet and don’t know if this applies to TV also but it’s my understanding that the smaller 1.2M dishes suffer in the rain, the 2.4M dish rarely goes down in the rain.
In trying to get more detailed information about a particular satellite internet system, the owner has ignored my last three email requests for more information so I am not too excited about sending him my money.
Bloody amazing really when he’s asking US$5,999 for the system and he can’t answer my really simple questions.

Just so you know, many people that have posted ‘negative’ comments in different discussion forums have been threatened with a variety of legal ‘consequences’ by different companies and their attorneys in Costa Rica so some people are hesitant to post negative opinions.
To my knowledge this has so far only happened with people that call themselves “developers” from the USA and not with any of the Costa Rica developers that I know of…

This is one of a handful of companies that have been mentioned in many discussion forums in Costa Rica because of their ‘unusual’ business practises and although there have been many questions asked, I have not personally seen any convincing answers.
As always PLEASE DO EXTENSIVE HOMEWORK on any project that tries to sell you land and PLEASE DO NOT buy anything without seeing it first and PLEASE HAVE YOUR OWN ATTORNEY (never the seller’s attornmey) do all the usual title checks that are absolutely essential in proving that you will actually be buying the land from someone who is legally allowed to sell it to you.
