1. I think it’s important to remember that when it comes to the Costa Rica real estate market, “foreigners” are important but, those “foreigners” are from many different countries: From Venezuela, Colombia, Mexico, El Salvador, Honduras and at the end of the tail – the USA, Canada and Europe.
Costa Rica is “expensive” compared to many markets but it’s also a refuge or safe haven for successful business people – “foreigners” – who are fearful of kidnappings and extremely high levels of violence in their own countries in Central and Latin America.
Many of them have bought properties to live in and also investment properties here, their wives are here, their children go to school here while the father stays in his own country managing his business.
We have many Venezuelan clients doing exactly that…
2. Although Costa Rica is “expensive” compared to many markets, as we’ve seen with my chart, the real estate market in Costa Rica is dirt cheap compared to the UK and to most many big cities in France, Spain and in Northern Europe.
With millions of new ‘refugees’ flooding into Europe – another fabricated, genocidal crisis – many Europeans are re-thinking their future retirement plans.

Unfortunately when it comes to the financial state of affairs of 90% of the countries around the world, it would appear that government and their parasitic lackeys LIE through their teeth all day long for a living.
If we managed our own personal finances like most governments, we would all destitute, homeless and literally starving to death!

2. Finding a good tax advisor is tough enough as it is but in this case you need a good tax advisor who must also understand how your domestic tax affairs can be planned as efficiently as possible while owning international real estate in your name or in the name of a Costa Rican corporation.
3. Although recommends Don Nelson at [url=http://taxmeless.com/]TaxMeLess.com[/url], I do not know him personally so I would encourage you to visit his website, do your own due diligence and speak with him before you decide to hire him.
4. Lastly, this is NOT something to be left until mañana or “I’ll beer round to it one day soon!” It is always better if you voluntarily start getting your affairs in order rather than the IRS coming after you ….

This is not meant as an insult, merely an educated opinion from someone who has seen THOUSANDS of people move to Costa Rica over the past 16 years….
If these things – tax evasion and making sure people have the correct insurance coverage – are a serious concern for you, you’ll survive a week living in Costa Rica.

For the record… $100m2 for land where we live is CHEAP! The most recent land (approxiamtely 12,000m2)was bought by one of our developer clients in Santa Ana for $120m2
Prices in Villa Real in Santa Ana for individual home lots are around $300m2 and in Valle del Sol between $250-$350m2

The good news?
You’ve obviously managed to dodge this tax for many years….
The bad news?
We’ve written about luxury property taxes on this website for over six years so sorry! This should not be a surprise to any property owner in Costa Rica.
I remember fondly the more than $10,000 per year I paid in property & schools taxes on our modest home (which cost $242,000 in 1987) in Westchester County in New York 19 years ago so I’m certainly not complaining about the trivial amount we pay here.
As far as an appeal is concerned, I would strongly suggest you ask the Municipality what exactly they will accept as part of the appeal. They might only accept evaluations from specific, ‘;approved’ appraisers…
