Monica,
My friend Kathy and I owned 3 acres total in Phase 1 aka Heights of Pacifica, which we purchased outright at $12,500 each. We were issued deeds and plot drawings all legal-like and stamped and sealed, then found out our properties went downhill at a 45 degree angle into a ravine. These were eventually swapped out for three acres in Phase 2 aka Hills of Pacifica, for which we now have the deeds.Do you have your deed, and is your property buildable? What did you pay?
Contact the attorney in Scott’s acticle. It costs $500 to join the class action, and the attorney will take something like 35% of the first million dollars, a little less on the second million, etc. IF they can get a judgement against these guys. But then, how do you make them pay? They will declare bankruptcy, end of story, nobody gets paid, paragon owners live happily ever after on their stolen assets. Doubtful (to me) that they’ll get jail time, but that’s just my two cents’ worth.
I own $25K worth of deeded rough campground accessible probably only by 4×4…not sure if I want to throw good money after bad, to maybe collect $16K. I’m pretty sure the attorney can get a judgement against them, but if there’s any money in it, I’ll be amazed.

Do the property owners have rights to the property, even if Paragon goes belly up? Also, is this a class action brought together by members, or individual attorneys? Thanks!
I’ve been trying to find out where the class action suit is myself. There is an office in south Florida something seniors vs crime looking into things but the real deal is to somehow acquire Paragon’s client list so everyone who was screwed can get involved in at least stripping these ripoff artists of their luxurious lifestyles in lieu of the millions of dollars they took, good intentions or not.

What’s that all about?
Probably because he’s an arrogant motherfu#%er who thinks he’s above the law because he thinks he sh#ts ice cream. He probably told some cop to perform an impossible sexual act on himself–that’s what gets you charged with non-violent resisting arrest. You should have heard how he bragged about partying in Tuscany with Elton John (or maybe he bent over for EJ?) These guys need to GO DOWN for all their crap.

I will just pee in my pants, I am used to it.” #168491daboss06MemberWhen I went down to Costa Rica in September 2005, I saw what was supposedly my property, which was on a 45 degree slope down into a ravine. That evening, I was invited to a pricey Italian restaurant in San Jose which was attended by the entire Paragon crew, including Bill Gale, Steve Tashman, and Tashman´s son-in-law, Julian Siegel. Drinks and wine flowed, Gale lied to me and said he´d make the ravine property right. I called attention to Tashman´s 18K Rolex Yachtmaster watch ($20K or so) and asked if he was in any way uptight about wearing such extravagence in Costa Rica. His reply? “Stand up, Julian”…Julian is this 6´5” hulk…Tashman said, “We wear whatever we want”. Arrogant motherfu%#er! Goes to show Paragon´s attitude. These guys need to pay the price for their arrogance!

Paragon Properties and Gale/Tashman beat me for $24,000 and a friend for $12,000, back in August 2004. This was payment in full for three acres in their Phase 1 Heights of Pacifica that turned out to be on about a 45 degree slope into a ravine. We traded these for supposedly “buildable” property in Phase 2 Hills of Pacifica which we have deeds for. But without roads, electricity, phone and water these new properties are just as worthless as the original ones.
daboss06MemberThanks for your post, map12. We seem to all agree they suck, but what can just one person do without the strength of a class action suit? I’m just waiting out my time to see if the promised infrastructure is indeed going in by April 2008, almost 4 years after I paid for my properties in full.
daboss06Member1. Hasn’t been 5 years–read the posts above, 3.5 years
2. If the title on these 2 lots are the same as the ones I swapped out (which I had, including plot map etc issued by CR title office) they’re legit
3. What’s another 90 days after 3.5 years? I can wait–patience is a virtue.
Did you have a bad experience with Paragon?daboss06MemberTurkish, I don’t lie to ANYBODY. After roads/water/electricity go in (supposedly by end of April 08) the property can be built on. My UNbuildable lots in Phase 1 have been swapped out for BUILDable lots in Phase 2.
daboss06MemberA Florida USA lawsuit is NOT an option–would need to be a class action suit, with many people involved. My $24K investment would get eaten up by attorney’s fees in a blink of an eye, and you know how it is in the US legal system–he who has the best (ie MOST EXPENSIVE) attorney wins, just like he who has the most money wins. I think my only option at this time is to wait things out, however long it takes, and see if I can resell my holdings AFTER the infrastructure goes in, hopefully at a profit. Meanwhile, I’ll continue to enjoy all that Costa Rica has to offer by using my unlimited timeshare weeks at the four Occidental/Allegro hotels in CR 🙂
daboss06MemberI bought in at $12K an acre–I’m wondering about others who bought in at $60K+ per hectare (2.47 acres) who have the funds to build NOW but can’t because of lack of infrastructure. Paragon assures me Phase 1 Heights of Pacifica is being completed by end of February and Phase 2 Hills of Pacifica will be complete end of April 2008. I told David Valentine just yesterday that “Lies come out of Paragon like fumes from a bus”. I can’t believe I’m the only buyer with this predicament–anybody else out there?
daboss06MemberScott,
The Heights of Pacifica Phase 1 was/is indeed Paragon’s FIRST project.
How many homes have been built there in the last 5 years?
NONE. ZERO.
Reason? The infrastructure is still not complete. First Paragon promised infrastructure (roads, water supply, electricity) within a year of purchase.
They then modified that to 18 months. Here I am 29(!) months later. I’ve
supposedly been moved to Phase 2 Hills of Pacifica, and Paragon says Phase 2
infrastructure will be complete by end of April, 2008. I’m not holding my breath.
