Fidelity Investments is not a bank. When I was setting up a wire to Costa Rica, I asked the Fidelity rep if a Costa Rican resident/citizen could open an account in the US and he assured me that it is possible. As I recall, he said the account would have to be opened by mail but once it was established, everything could be done via phone/fax/electronically.
Fidelity Investments will wire for free for premium members. And you can open an account w/ them if you live in Costa Rica.
