Hi Scott, I am not sure if you are talking about the anual report that goes to IRS with our tax returns, form number 8939, Statement of Foreign Financial Assets. I was told that, by my CPA here, all assets here needed to be included in that form. Ron USCG Ret

I think there may be some confusion with regard to the word CARGO. Being a retired American Airlines ticket agent, maybe I can offer some clarification. A pet can travel 1 of 3 ways:
1- as “cabin baggage” – where the pet travel in the cabin with you, and must fit in a kennel, under the seat in front of you. Because the number of cabin pets are limited, you must make a reservation for the same flight you are traveling on.
2 – as “checked baggage” – where the pet travels on THE SAME FLIGHT AS YOU, but in the “cargo hold” with the other checked baggage (it is pressurized and temp controlled)
3 – as CARGO – where the pet travels ALONE and not on the same scheduled flight as you are traveling. Pet also travels just like #2 in the “cargo hold” with the baggage.

Many airlines have “embargoes” when the temperature gets too hot or too cold outside. If you are planning on traveling with your pet,I would reccomend traveling on non-embargoed time so that the pet can travel on the same flight as you. Otherwise, if you travel on one flight and then send for your pet later, he will travel as CARGO and on international fights, that entail additional fees and often a broker to “clear” the “carg”.

Hope this helps :D
This is true for most airlines…EXCEPT Continental. They do not fly pets internationally from the USA as checked baggage, only as Cargo. Whether or not you fly on the same flight makes no difference, and the dog must be cleared as Cargo.
BS I brought my German Sherpard here on Continetal from newark to San Jose on a non stop flight and the dog was with the checked baggage, and he came up with the checked baggage. Ron USCG Ret
do not send the dog — unless it is too big to go as luggage — as cargo; THAT is when you need the broker.

only use continental (more expensive than American) or American — both have temp controlled compartments. some arilines won’t even fly dogs anymore.

all you need is the USDA health certificate, and the original rabies certificate, signed by your vet, and NOTARIZED by the vet at the USDA!!! there is a spot on the form that your vet can check off that says the dog can withdstand heat over 80 or below 40 degrees. Typically animals are loaded last and are NOT kept on the tarmac. this is really an easy process — i’ve done it a dozen times and never had a broker, and never had a problem. the pet transport company is just trying to make money, but those fees are outrageous and unnecessary, UNLESS you have a huge dog.
No way, I brought my dog and cat with me on Contiental and did not need a broker. Just the USDA certificate of good health., The German Sherpard went in a kennel in cargo and the cat as a carry on in the cabin. Into San Jose ad the dog was waiting for me in bagage claim when I got thru the immigration check point. Brokers for a rip off I would not pay one. It was very simple and when I had the dog and cat with the help on a baggage man got mi thru customs in about 3 minutes. No problem. Just email Contiental and ask them. I flew from Newark,NJ non stop into San jose. Ron USCG Ret

Just my opinion, I would not buy a Toyota anywhere. Why, well in the best 3 or 4 years at least in the USA they have had millions of cars recalled. To me that is not a sign of a company that cares about quality of the car. Ron USCG Ret
Ron, you are correct. Medicare will not pay for services received outside the U.S. We have elected to enroll in Part B anyway. By doing so, we keep our BC/BS supplemental coverage which includes a mail-in pharmacy benefit and we retain the freedom to return to the U.S. for elective care and care that may not be available in Costa Rica.

If one of us needs a hip replacement, for example, the cash cost at CIMA would be monumental and the delay in the CAJA system might be protracted. With Medicare Parts A and B we could seek that care in the U.S.

To all of this I would simply add that the body of information, good and bad, current and out of date, is simply too great for any single practitioner to absorb and assimilate. I certainly don’t expect any general practitioner to know it all. Nor do I expect that of the endocrinologist who helps manage my diabetes (and who’s doing a fine job).

It is for this reason alone that I insist on keeping all my medical care options open. Yes, I’m enrolled in the CAJA, but I elect to choose my own doctors and to change them or get second opinions whenever I feel the need. And it’s why I’m enrolled in Medicare.
David, I thought that Medicare was not usuable here in Costa Rica. Thats why I have not elected anything from medicare except what is free. Ron USCG Ret
and getting a license after that 90 period expires is not what you want to do. you have to take a 5 day driving class and that is $35, then you have to take the written test in Spanish and that costs extra too, then there is the actual driving test, which is also an extra charge. i doubt most gringos would pass any of those exams.
Hi, That is not tottaly correct. I lived here for one year without a CR license, But, I went back to the states for two weeks and when I returned I went to get my license no problems. And not having a car for that first year was not a problem, but in fact great because I walked almost everywhere and lost over 30 pounds in that first year. Ron USCG Ret

Hi, Under the new law, or, proposed new law NO. I waited too long to file for my permit, before the new change. Now NO ONE that is not a citizen or Perment Resident can not own or legally buy a gun. Even if you have a corp unless there is a Tico in the corp you are not allowed to own a gun. If you find a Tico to help you get a gun and you are caught with the gun then you are the one in deep trouble. Ron USCG Ret

Hi David, WOW a whole 5c good deal. I am paying my attorney $600 and then the other fees that we all have to pay to the other Gov Depts here. Plus I only paid half down and the other half not until I recieve my cedula. In fact we are going to Immigration this month to check on the paperwork, and she seems to think that I will be getting my cedula this year. And since my package was not really COMPLETE until a few months ago that would make for a good turn around time. Ron USCG Ret

Why I Might Carry a Gun

My old grandpa said to me ‘Son, there comes a time in every man’s life when he stops bustin’ knuckles and starts bustin’ caps and usually it’s when he becomes too old to take an ass whoopin.’

I don’t carry a gun to kill people.
I carry a gun to keep from being killed.

I don’t carry a gun to scare people.
I carry a gun because sometimes this world can be a scary place.

I don’t carry a gun because I’m paranoid.
I carry a gun because there are real threats in the world..

I don’t carry a gun because I’m evil.
I carry a gun because I have lived long enough to see the evil in the world.

I don’t carry a gun because I hate the government.
I carry a gun because I understand the limitations of government..

I don’t carry a gun because I’m angry.
I carry a gun so that I don’t have to spend the rest of my life hating myself for failing to be prepared.

I don’t carry a gun because I want to shoot someone.
I carry a gun because I want to die at a ripe old age in my bed, and not on a sidewalk somewhere tomorrow afternoon.

I don’t carry a gun because I’m a cowboy.
I carry a gun because, when I die and go to heaven, I want to be a cowboy.

I don’t carry a gun to make me feel like a man.
I carry a gun because men know how to take care of themselves and the ones they love.

I don’t carry a gun because I feel inadequate.
I carry a gun because unarmed and facing three armed thugs, I am inadequate.

I don’t carry a gun because I love it.
I carry a gun because I love life and the people who make it meaningful to me.

Police protection is an oxymoron.
Free citizens must protect themselves.
Police do not protect you from crime, they usually just investigate the crime after it happens and then call someone in to clean up the mess.

Personally, I carry a gun because I’m too young to die and too old to take an ass whoopin’…..author unknown (but obviously brilliant)

A LITTLE GUN HISTORY

In 1929, the Soviet Union established gun control. From 1929 to 1953, about 20 million dissidents, unable to defend themselves, were rounded up and exterminated.
——————————

In 1911, Turkey established gun control. From 1915 to 1917, 1.5 million Armenians, unable to defend themselves, were rounded up and exterminated.
——————————

Germany established gun control in 1938 and from 1939 to 1945, a total of 13 million Jews and others who were unable to defend themselves were rounded up and exterminated.
——————————

China established gun control in 1935. >From 1948 to 1952, 20 million political dissidents, unable to defend themselves, were rounded up and exterminated
——————————

Guatemala established gun control in 1964. >From 1964 to 1981, 100,000 Mayan Indians, unable to defend themselves, were rounded up and exterminated.
—- ————- ————-

Uganda established gun control in 1970. >From 1971 to 1979, 300,000 Christians, unable to defend themselves, were rounded up and exterminated.
——————————

Cambodia established gun control in 1956. >From 1975 to 1977, one million educated people, unable to defend themselves, were rounded up and exterminated.
—————————–

Defenseless people rounded up and exterminated in the 20th Century because of gun control: 56 million.
——————————

You won’t see this data on the US evening news, or hear politicians disseminating this information.

Guns in the hands of honest citizens save lives and property and, yes, gun-control laws adversely affect only the law-abiding citizens.

Take note my fellow Americans, before it’s too late!

The next time someone talks in favor of gun control, please remind them of this history lesson.

With guns, we are ‘citizens’. Without them, we are ‘subjects’.

During WWII the Japanese decided not to invade America because they knew most Americans were ARMED!

If you value your freedom, please spread this anti gun-control message to all of your friends.

The purpose of fighting is to win.
There is no possible victory in defense.
The sword is more important than the shield, and skill is more important than either.
The final weapon is the brain.
All else is supplemental.

SWITZERLAND ISSUES EVERY HOUSEHOLD A GUN!
SWITZERLAND’S GOVERNMENT TRAINS EVERY ADULT THEY ISSUE A RIFLE.
SWITZERLAND HAS THE LOWEST GUN RELATED CRIME RATE OF ANY CIVILIZED COUNTRY IN THE WORLD!!!

IT’S A NO BRAINER!
DON’T LET OUR GOVERNMENT WASTE MILLIONS OF OUR TAX DOLLARS IN AN EFFORT TO MAKE ALL LAW ABIDING CITIZENS AN EASY TARGET.
I totally agree with all of these facts. And One other fact that I would like to point out, If you look at the crime rate in a state like Vermont where almost everybody owns and carries a gun they have the lowest crime rate in the USA. And other states like Oklahoma where if you do not own a gun you pay $500 to the state each year to help pay for the police protection. Yes they also have a very very low crime rate. {Yes owning and carying a firearm requires training and like Scott says that most Tico police do not get the training. I yes I carried guns most of my life and yes I had to shoot and kill another man when he tried to shoot me. So Why do states like Vermont have a low crime rate. Because, most criminals may be stupid but they know that when most people are armed they go other places to commit thier crimes. -when I finally get my Permant Resisdent I will get a permit to carry and Will have no problem letting people know that I do carry.
On Sunday, the President of Costa Rica Laura Chinchilla said that the government does not intend to militarize the fight against drugs and the Minister of Public Security Jose Maria Tijerino stressed that this huge, powerful military force would be under the command of the US Coastguard and not the US Navy.

Although I don’t supposed the Costa Ricans, the drug traffickers or we will notice the difference…

Hi Scott, I do not believe that any of the ships have any Neuclear Weapons, and yes the Navy shipos will be under the command of the USCG. Since the Coast Guard and the US Customs Border Officers are the only officials allowed to arrest person in the Waters off any coast line. In fact the Coast Guard can make arrests in the International Waters which starts 200 miles off the coast line. Also those ships will only be coming and going with a few at a time. And as you know it was not too long ago that some drug lords shot and killed some CR Police in San Jose. Yes the war on drugs has been going on for more then 50 years that I know of. In fact in the late 70s and the 80 I made more arrests then I can remember. Also seized more drugs the any person here has ever even dreamed of seeing. One boat I seized had so many drugs I had to slepp up on deck on top of several 100 bales of Marijuna. Anyway those ships also include Hospital ships, One of them US Iwo Jima which is on its way here right now, is slated to help many locals living to far to get reasonable health care. They will fly the medical staff into the remote local villages in the mountians. Will it solve the drug war, NO what will solve the drug war starts with elimatening the ACLU lawyers. Then instant exicudition of caught drug runners. Ron USCG Ret

Hi, Yes it is hard to believe anything that the USA government says. As for the Navy ships, they have no power or auturoity to stop or arrest drug smugglers. When I was on the navy ships chasing drugs in the Caribean the ship was under my command sort of when it came to who we stopped or who we chased. So I as an enlisted E7 told he Capitan of the ship when and where to go. That is why the ships coming here are under the control on the USCG. I do not believe that any of those ships have Nuclear material on them.
Yes the drug war in Mexico is the worst I have seen in over 20 years. But if you stop to think, where do those drugs going thru Mexico come from. Most of those drugs come Columbia and alot of those come thru Costa Rica either by land or thru the Costa Rican waters.
Does that mean that I believe that there is some other thing going on that they did not tell us, HELL yes something else is going to happen, but the chances of any of us ever finding out what that is, It will not happen. Even If I went to one the the ships after they dock aand I went up to the CO and asked what is going on they will not tell me even though I still have Top Secret Clearance.
So we will just have to wait and see what happens, and besides what we think or want is not even taked into concideration when the two governments talk. Ron USCG RET
