HOLLYWOOD, Fla. — A Hollywood real estate company faces a class-action lawsuit brought by investors who claimed they were scammed.Paragon Properties promised pristine property and upscale homes in Costa Rica to its customers, but years after the company took their money, buyers said they still have nothing to show for it.
The website of Paragon Properties of Costa Rica offers exciting lands of opportunity in Costa Rica at wholesale prices. The site lists Bill Gale as the company chairman.
“I thought this was going to be a great opportunity to have a little piece of paradise,” Lorraine Fox said.
Fox said the promise of a quality home on a big lot with a spectacular view convinced her to put down $100,000 in deposits for four lots in one of the fancy subdivisions Paragon told her it was going to build. They even flew her to Costa Rica four years ago to see where she would be spending her retirement.
“I’m devastated. I know that my dream of paradise is gone. I’m out all that money,” Fox said.
Records show that Paragon Properties of Costa Rica is facing several civil lawsuits from unhappy investors. The Better Business Bureau gives the company an F rating based on consumer complaints, and on Wednesday, a federal class-action lawsuit was filed on behalf of nine investors who called Paragon’s promises a Ponzi scheme.
“There are people who have lost their retirement savings,” Local 10’s Roger Lohse said to Gale.
“That’s not my fault. Excuse me,” Gale said.
Gale claimed his project fell victim to the slumping real estate market. He said all the deposit money was used to build roads and water systems, the infrastructure of the project, and that now, he cannot get a bank loan to finish the work.
“When it’s dead, when it’s finished, OK, call me what you want. Until I finish or until I die, one way or the other, we keep trying to get the findings,” Gale said.
But Fox is not buying Paragon’s line again. She is searching for an attorney in the hope that one day she will be able to recover some of what she calls “paradise lost.”
“I hope I do. I don’t want to sound negative. I hope I do, but I just feel like something went wrong a long time ago and this was never meant to be,” Fox said.
Gale said he has already refunded $16 million to unhappy investors and claimed the company has tried reach out to its 900 or so buyers to let them know about the financial problems.

Posted: Sunday, May 30, 2010I have read many reports about the outrageous conduct surrounding Paragon Properties of Costa Rica, but I had to come and see for myself. Since January of this year I started to become overly concerned with the lack of updates on the progress of construction in the community “Playa del Sol” where I put down my deposit of $35k. I contacted Paragon Properties and spoke several times to David Valentine who assured me that the worst was behind them and that they were moving forward with this project. I informed him that I would be going to Costa Rica in May to see the property for myself.
Again I informed him that I would be traveling there in which he stated he would be there in Costa Rica. I was scheduled to meet him to walk my property and to see what progress has been made over the past 3 1/2 years. When I called to confirm our meeting in May he was already gone and a message that the office would not re-open until June 1st, 2010. I was told by him previously that there Costa Rica Office was now located in one of the 3 Model homes that were originally built.
Well to my surprise when I got here to Costa Rica of May 27th I was not able to touch bases again with David Valentine. I rented a car and on Friday May 28th I drove out to Parrita where the Model homes were built. Oh and guess what – there was no office setup in any of the Models that were built. There were locals living in the properties with close lines strung across the grounds. The driveways were either falling apart or nothing at all had been done to them since their original construction.
The Paragon Property Signs were falling to pieces. In other words it looks like they completely pulled out and ran with our money. We need to seriously get together and collectively make them pay. Many of us have a lot of money invested in this project.

Bill Gale has not returned any of my phone calls for the past 6 weeks. The Escrow Funds held by Attny Charles Neustein have not been returned and my contracts for both properties have now expired. costa rica scamWe too bought property in 2006, and were made promises that infrastructures would be in within a couple of years.
In 2008 we actually went to the Paragon office in Hollywood FL and spoke with Bill Gale. He gave us a packet of plans for homes that could be built.The last time we spoke with anyone was in Feb of 09. We went down in March of 09 and saw 3 model homes in Parrita. We went to MIramar where we bought and there was only a partial road!!!
Anyone know what is going on? We want our money back!!! I am filing a complaint with the attorney generals office in FL.

THE CONTRACT WAS FOR 60 MOS. THE CONTRACT HAS EXPIRED. I AM 90 YRS. OLD AND HAVE SENT MY REQUEST FOR THE RETUN OF MY FUNDS WITH NO ANSWER. UPON CALLING THE OFFICE FOR 2 WKS., DAVID VALENTINE, WHO SAYS HE WAS HIRED TO COMPLETE THE INFRASTRUCTURE ONCE THE FUNDING CAME IN , INFORMED ME THAT MR. GALE WAS NOT AVAILABLE BUT HAS RECEIVED ALL MY MESSAGES.
TO MAKE MATTERS WORSE, I HAVE ANOTHER CONTRACT REACHING EXPIRATION ON 5/5/10 FOR THE SAME BUT FOR LOT #70 THE GABLES IN PARITA.

I have purchased 2 properties from Paragon Properties of Costa Rica located in Hollywood, FL. I purchased these properties almost 5 years ago and was told that the first property in Heights of Pacifica, Phase 3 would be ready for building within 18 months. I have a deed that shows that I could build a home for $58.00 a square foot. About 2 years ago I 2was sent this beautiful brochure showing all these beautiful homes. Since then I’ve made 3 trips to view my properties and everything is at a stand still. Most of the personnel that were with the company in Florida, namely Lyle Wexler and Kenny Gold are long departed for all kinds of ridiculous reasons and the few that are remaining are very evasive to any questions. The way I see it, I’m out $55, 000.00 and these con men could care less. For what its worth I think anyone and all who read this should ban together and file a class action suit freezing any and all their assets before they disappear. Paragon Properties Of Costa Rica Fraudulant Contracts for sale of land in Costa Rica for which there are no filings concerning the solicitation and sales made of such properties in the United States , and specifically, in the State of Florida. Hollywood Florida
My story is very similar to all the others I have read on this site. In essence, I purchased a 1 hectare site of land from Paragon Properties for a $39,000 deposit against Agreement for Deed dated January 24th, 2007. In this agreement for deed, Item# 3 states that Infrastructure for Roads and Electricity will be in place within 24 months from date of agreement ( More on this later ).
Subsequently, I decided to pay off the balance of the purchase price on the land so as to have clear and full title to it as soon as possible. As agreed, I made a payment of $11,250 in March, 2007, a second payment of an additional $11,250 in July, 2007, and a final payment of $10,250 in September, 2007. Therefore, my property was paid off in total as of September, 2007 for a total of $72,250.
During the course of all the above negotiations and payments, Paragon Properties assured me that it would take approximately 6-8 weeks for me to receive full deed to my property. However, over a year later, due to their lies, procrastination,, and possibly, downright fraud ( i.e. If ,in fact, Paragon Properties has never filed for solicitation and sales made of my property in the United States, and specifically, in the State of Florida, this is criminally fraudulant activity.), I have still received no deed to my property.
A secondary, although just as important issue, is Section #3 of my Agreement For Deed with Paragon Properties. This section states that the ‘Infrastructure for roads and electricity will be in place within 24 months from the date of this agreement…’. In fact, neither roads nor electrical work have even commenced as of October 31, 2008. This means that unless Paragon Properties can accomplish the Herculean task of initiating and completing both projects within 3 months, they are in Breach of Contract in regard to my Agreement for Deed with them.
I would like to contact any and all the other people who I have read on this site concerning Paragon Properties.

Note some of the reader letters. But our first obligation is to readers in general and to tell the truth as best we can. Otherwise we would lose your trust.”
Although few do these days, surely a journalist has an obligation to tell the truth without stooping to making outrageous claims and coming up with no evidence whatsoever to back up those claims otherwise they will lose the trust of their readers.
With this episode AmCostaRica has lost my trust and my respect.

Fuerza Pública officers get small raise in their base salaries
An agreement between the security and financial arms of the government will give Fuerza Pública police officers, regardless of grade, 8,000 colons more per month in their base pay. That’s $15.39.
The raise also points out the low pay that police receive. A teniente de policía will get 172,500 colons, about $332 a month. All other lower ranks make less.
Some 10,939 policemen are benefiting by the pay raise.
The pay raise puts police in the financial neighborhood of receptionists and similar civilian workers, according to the minimum salaries published by the Ministerio de Trabajo. Both types of workers can make more with overtime.
Fernando Berrocal, minister of Gobernación, Policía y Securidad Pública, said the raises were made possible by tightening the budget in his ministry.
The Ministerio de Hacienda, the budget agency, will give the security ministry a 17 percent raise for 2008 allowing the hiring of 700 police officers more, officials said.
