How many colones are there per dollar. I need this equation to compute what the cost is in US dollars.

It seems like these articles are saying that one cannot work in Costa Rica unless one is a resident. I’ve heard that jobs can be obtained teaching English. Would teaching English be impossible before becoming a resident?
